Equilibrium over Minority Report :: Still Open Questions

As the war against terrorism goes on and on, one is reminded of two movies that lit up the year 2002, Equilibrium and Minority Report. Both the movies showcase humanity's attempt to achieve "equilibrium" by using methods that go a bit further than usual to ensure that human society comes to terms with itself instead of pursuing self-destruct.
Minority Report
Minority report sets out to achieve the goal of a crime-less society by employing psychics who can foresee the future, using their minority report the pre-crime control police goes about stopping the crime before it happens and punishing the misdeed before it has actually happened.
Equilibrium
The pre-crime of the minority report is replaced by another methodology here by Grammaton Clerics. This is the law enforcement agency which uses a chemical to control the emotions of people. Every one is supposed to administer the drug otherwise its considered a sense-offense to feel something and to appreciate art, music or any other form which could result in arousing the emotions.
Perfect Society still a dream

Both the movies appeal to the human endeavor to create a perfect society be it Mill's idea of a Liberal society based on principles of Equality, Fraternity and Liberty or the Marxist idea of workers of the world unite or myriad of other systems including religious systems.  Even if one tends to disagree with the methods adopted in the movies to achieve the objective but at the end one is left wondering that even though the evil being perpetuated by the method implementers has been eradicated but whatever is left is it a going anywhere near the perfect system or not? The most likely answer is a NO. NO after the demolition of both the systems whatever is left is not a perfect society and yes there is no mechanism left to bring about the changes in the residual society which will bring about the Utopian social ideals.
